Government-backed means Enterprise Singapore shares the default risk with the participating bank. It does not mean the government approves, guarantees or issues your loan. The bank lends the money, the bank assesses the case and the bank decides. The distinction matters, because it changes what you should expect from the process.
What the risk-sharing does
Under the Enterprise Financing Scheme, if a borrower defaults, Enterprise Singapore absorbs a share of the loss alongside the lender. That reduces the bank’s exposure, which in turn lets it consider SME borrowers that would otherwise fall outside its appetite, and it is part of what keeps SME pricing under the scheme where it is.
What it does not do
- It does not guarantee your loan. Your obligation to repay is unchanged and complete.
- It does not remove the personal guarantee. You should still expect to give one.
- It does not make approval automatic, or even likely, on a weak case.
- It does not set your rate, quantum or tenure. The bank does.
The phrase to be careful with
You will occasionally see SME financing described as “government-approved”, or hear it implied that the government stands behind the borrower. That is not accurate, and it sets up a misunderstanding that surfaces at exactly the wrong moment. The correct descriptions are government-supported or government-backed financing. We use those deliberately.
Why the paperwork still matters
Because the bank is still the one carrying most of the risk and making the decision, the scheme rewards a case that is properly structured and presented. Risk-sharing widens the door. It does not carry you through it.
